A resolution has been introduced in the Kansas Senate that would amend the state constitution for the elimination of property taxes.

According to combined media reports, Senate Bill 488 proposes that no property in Kansas will be subject to taxing after Dec. 31, 2027.

The resolution is accompanied by a bill called the Kansas Property Tax Freedom Act that would create a phased elimination of property taxes while creating the Kansas Fair Share Purchase Surcharge that would replace the taxes. The surcharge would be added to every retail purchase in the state – a $1.60 per transaction surcharge for purchases of $20 or more and a 7.6% surcharge on purchases under $20. Some purchases, notably groceries, would not carry the surcharge.

Initial discussions on the resolution are scheduled to take place within in the Senate Committee on Assessment and Taxation. Last month, a Senate committee endorsed a proposed constitutional amendment to annual increases to appraised property values at 3% while resetting assessments at 2022 levels.
