House Speaker Mike Johnson (R-LA) said Congress will transmit the 21st Century ROAD to Housing bill to President Donald Trump for his signature after the president cancelled a signing ceremony for the bipartisan legislation on Wednesday.
ABC News reports Johnson did not say when the bill will be sent to the White House. Trump demanded the Senate pass the SAVE America Act before he would approve the housing bill.
Johnson’s comments followed a three-hour discussion with Trump at the White House that he described as a “very productive meeting,” where the two men focused on House Republicans who vowed to hold up the legislative process until the SAVE America Act passed the Senate.
The SAVE America Act would require photo identification at polling places and proof of citizenship before a person can register to vote. Senate Republicans lack the 60 votes needed for its passage and Majority Leader John Thune has rebuffed Trump’s demands to end the filibuster rule to force a majority vote.
“We’re on exactly the same page,” Johnson said. “He wants to ensure that we stop any blockade in the House. Congress has work to do, and that’s what we’re going to do, and so we’ll be moving forward on all of that. We’re transmitting the housing bill to the White House.”
When Trump has the housing bill, he will have 10 days (excluding Sundays) to approve or veto the bill. If the bill is not signed after the 10 days are over and Congress is still in session, it will automatically become law. If Congress adjourns before the 10 days are up, it will fail as a pocket veto.
Thune has adjourned the Senate through July 13, with only five pro-forma sessions during that period. Johnson has not announced any plans for a House adjournment.
