Philadelphia Mayor Cherelle Parker said October 27 that Citizens Bank has signed on as the first lender for the city’s planned One Philly Mortgage program, a new effort to expand access to homeownership for residents facing high borrowing costs.

Parker disclosed the lender’s participation during an Axios Live event, according to Axios’ report of the announcement. The mayor said the city is negotiating with additional financial institutions and hopes to launch the program before the end of 2026.

Program Is Planned, Not Yet Available

One Philly Mortgage is intended to offer 30-year fixed-rate loans for eligible first-time homebuyers. Earlier descriptions of the proposed program included a lower-than-market interest rate, reduced down-payment requirements and no private mortgage insurance, but final lender terms, eligibility requirements and the launch date should be confirmed when official program documents are released.

The mortgage initiative is part of Parker’s broader Housing Opportunities Made Easy, or H.O.M.E., strategy. The city is seeking to reduce barriers that prevent residents from purchasing homes and building equity.

What Homebuyers Should Know

Citizens Bank’s participation is a meaningful step toward launch, but it does not mean applications are open. Prospective borrowers should wait for published city and lender guidance before relying on proposed rates, income limits or down-payment provisions.

The initiative could become an important test of whether a locally backed mortgage product can improve affordability without exposing buyers to unsustainable housing costs.
