A former prison in the Harlem section of New York City has been proposed for redevelopment as an affordable homeownership complex.

New York Gov. Kathy Hochul has presented Seneca, the selected proposal to repurpose the former Lincoln Correctional Facility, a 10,000-square-foot property. According to the governor’s office, the proposed project would create 105 homeownership units, all of which would be affordable to households earning 80% and 100% of area median income (AMI) and require only a 5% down payment to purchase.

Seneca’s ground floor will be used for community-centric activities, exhibitions and a library and reading room.

A 65% Minority-Owned Business Enterprise partnership led by Infinite Horizons, L+M Development Partners, Urbane, and Lemor Development Group has been conditionally designated to transform the site, which will be sponsored by Empire State Development under a General Project Plan. The project will undergo environmental review under the State Environmental Quality Review Act and will be presented for public review and comment prior to its final consideration and approval.
