Demand for home loans weakened sharply across the euro area in the third quarter of 2026 as higher borrowing costs and deteriorating confidence weighed on households, according to the European Central Bank’s latest bank lending survey.

In its October 27 survey release, the ECB reported a net 27% of banks seeing a decline in demand for housing loans, compared with a net 15% in the preceding quarter. Banks had expected a smaller decline.

Mortgage Demand Weakens, but Credit Standards Hold

Surveyed banks reported broadly unchanged credit standards for housing loans during the third quarter, with a net percentage of zero. However, the terms and conditions of lending tightened across all major loan categories as interest rates rose.

The survey also showed a net increase in rejected loan applications. Banks expect a further weakening in housing loan demand during the fourth quarter, with a net reading of minus 36%.

The net percentages describe the balance of banks reporting increases versus decreases. They are not the percentage change in the total volume of mortgages issued.

Broadening Pressure on European Credit

The ECB said lending demand fell across business, housing and consumer segments. Higher interest rates were the principal factor cited for weaker housing loan demand, followed by falling consumer confidence and worsening housing-market prospects.

The October survey covered 159 banks and was conducted between September 21 and October 6, with a 100% response rate. It provides an early indicator of credit conditions but does not establish the final level of mortgage originations across Europe.
