The number of homeownership assistance programs nationwide reached a record 2,833 in the third quarter of 2026, according to new research released Thursday by Down Payment Resource. That represents an increase of 87 programs, or 3.2%, from the second quarter’s 2,746.
The company’s Homeownership Program Index, released October 22 and based on a program inventory as of October 1, identified 2,110 programs providing down-payment or closing-cost assistance, up from 2,046 in the previous quarter.
Assistance is not limited to first-time buyers
Of the 2,833 programs tracked, 1,080 — approximately 38% — do not require applicants to be first-time homebuyers. Another 311 programs have no income restriction, up from 291 in the prior quarter.
Grant programs, which do not require repayment, increased from 234 to 239. The index also found 2,296 programs supporting new construction, 1,124 supporting manufactured housing and 997 supporting multi-unit properties.
Why lenders should pay attention
Down Payment Resource estimates that assistance programs provide an average of $18,000 per buyer and reduce loan-to-value ratios by an average of 8.8%. Those are company-reported averages, not guaranteed benefits for every applicant.
For mortgage originators and real estate professionals, the growing number of programs may create opportunities to help qualified borrowers overcome upfront cash requirements. Eligibility varies by location, borrower circumstances, property and funding availability; the existence of a program does not guarantee that a particular applicant will receive assistance.
