OpenAI has issued a report accusing foreign operatives “likely originating” in China of using ChatGPT accounts to manipulate American public opinion against the creation of artificial intelligence data centers.
The Sam Altman-owned company said it uncovered a pair of ChatGPT accounts that “used our models in support of apparent covert influence operations that promoted narratives in an attempt to manipulate a legitimate debate about American AI and wider tech policies.”
The first cluster reportedly generated social media postings and images that alleged AI data center buildouts for AI were responsible for increasing electricity prices for Americans. The second cluster generated comments and images that criticized President Trump’s tariff policies as attempts to dominate technological competition. This cluster, according to the report, “specified in their prompts that the content should not include China’s leader Xi Jinping in the output and instead include only President Trump.”
OpenAI’s report warned that these efforts showed “PRC-origin influence operators testing narratives against AI infrastructure – a foundation of US technological leadership, economic growth and the broader democratic AI ecosystem.”
